2026
Phase 1: Electoral Seizure
Primary the corporate Democrats. Replace them with coalition-aligned candidates in safe blue districts.
- Candidate vetting via public pledge rubric
- Fediverse amplification stack targeting 5 identified primary races
- AI narrative defense for coalition candidates via FALKEN
- No AIPAC money. No corporate PAC money. Period.
- Meme Engine + OpenClaw + Fediverse distribution network

Phase 2: Presidential Platform
Folkmoot becomes a named policy platform for the presidential candidate. At least one municipal pilot runs a real, verified election.

- Transition working groups producing 100-day policy documents
- Coalition org sign-on list public and growing
- Folkmoot hosts real elections — not demos, real votes with real stakes

Phases 3A–3C: Instrument Introduction

2028–2030
Phase 3A: Instrument Introduction
With coalition-aligned Congress and sympathetic administration:
- Direct Ratification Act — mandatory popular ratification of constitutional amendments via Folkmoot. Lowest political lift: doesn’t touch existing congressional power, just adds verification.
- Citizens Veto Act — optional referendum mechanism. 100-day window, 1% threshold (~2.4M verified Folkmoot users). Medium political lift.
- Folkmoot becomes federally recognized as official ratification/referendum infrastructure
- WOPR Foundation provides the platform as a public service. WOPR Systems runs the tech.

2030–2032
Phase 3B: Instruments Normalized
- First optional referendum used on a high-visibility piece of legislation (AIPAC-funding or surveillance law)
- Successful veto normalizes the mechanism and demonstrates it works
- Coalition grows Folkmoot user base past the 2.4M veto threshold
- Pre-parliamentary consultation mechanism added as Deliberation Mode
- Begin drafting the Citizens Initiative Act

Phase 3C: The Initiative Right
- Citizens Initiative Act — 2.5% threshold (~6M users) for citizen-proposed constitutional amendments
- Double majority codified for all constitutional votes (popular majority + majority of federated councils)
- Subsidiarity doctrine introduced as legislative framework — federal preemption limited to genuinely federal questions
- The representative layer becomes increasingly vestigial as every major decision routes through Folkmoot
- The WOPR Constitution serves as the reference document for the replacement framework
